APEC Summit 2024: Navigating Free Trade Challenges and Regional Cooperation
On November 15, 2024, Japanese Prime Minister Ishiba arrived in Lima, Peru, for the Asia-Pacific Economic Cooperation (APEC) Summit, aiming to engage in discussions on pressing economic issues with APEC leaders and representatives from invited economies.
During his participation, Prime Minister Ishiba took part in important discussions, including those with Malaysian Prime Minister Anwar Ibrahim and the dialogues between APEC leaders and the APEC Business Advisory Council (ABAC). This summit, involving 21 member countries such as Japan, the United States, and China, highlighted the necessity for a free and open trade environment to counteract growing global protectionism, particularly in response to the impending tariffs proposed by President Trump.
Prime Minister Ishiba engaged in meetings with US President Joseph Biden, South Korean President Yoon Seok-yeol, and Chinese President Xi Jinping, likely focusing on enhancing regional cooperation and economic partnerships. These interactions underscored the importance of collaborating to maintain a stable and prosperous regional economy. The summit concluded with a press conference that summarized the outcomes and was followed by the APEC Leaders' Welcome Dinner.
A key focus of the discussions was the establishment of a Free Trade Area of the Asia-Pacific (FTAAP) and the commitment to conducting annual progress evaluations in this domain. Summit discussions emphasized the importance of high-quality infrastructure investments to boost regional resilience, drawing on Japan's experience with natural disasters. Additionally, they highlighted the critical role of women's participation in decision-making processes, aiming to produce a leaders' declaration that calls for effective multilateral cooperation amid rapid changes in trade, investment, and environmental issues, including climate change.
APEC leaders expressed concerns regarding President Trump's proposed tariffs on imports and their potential negative impact on global trade. Food and energy security were identified as areas requiring urgent attention. Leaders demonstrated a commitment to counter rising protectionism and promote cooperative measures for economic stability. A declaration was made to work on reforming the World Trade Organization (WTO), addressing the suspension of its dispute resolution functions.
During a press conference, outcomes from the Japan-Republic of Korea Summit were discussed, along with Japan's role in the APEC Economic Leaders' Meeting. Topics included shuttle diplomacy, future Japan-South Korea relations, security issues related to North Korean missile launches, and North Korea-Russia dynamics, as well as economic, cultural, and demographic challenges. Prime Minister Ishiba stressed the importance of maintaining open communication lines and expressed hopes to increase the frequency of summit meetings.
Prime Minister Ishiba reaffirmed the importance of achieving sustainable growth and prosperity in the Asia-Pacific region through fair and transparent trade environments. He outlined Japan's commitment to contributing to areas such as digital transformation, energy transition, and food waste reduction. Meetings with President-elect Trump were not planned due to legal constraints, though potential discussions post-inauguration were considered for the future.
The APEC summit culminated in a collective statement reaffirming the commitment to a robust free trade system and opposing protectionist measures amid the potential tariffs suggested by the Trump administration. Leaders stressed the necessity of maintaining a free, open, fair, and inclusive trade environment by supporting a rules-based multilateral trading system. Conflicts such as the situation in Ukraine and tensions in the Middle East were acknowledged in the chair's statement, although there were varied opinions among members regarding the appropriateness of addressing these issues within the APEC forum.

The importance of regional coordination and multilateral cooperation in international forums like the UN, APEC, and ASEAN was mutually acknowledged. During discussions with South Korean President Yoon Suk Yeol, Cuong emphasized the strong peak in Vietnam-Korea relations, focusing on trade growth, technology transfer, and climate response. Both leaders agreed on resolving disputes over the East Sea peacefully and planned mutual state visits to further strengthen ties.

Supervised by Gao Zerui, director of the Polish Office in Taiwan, and representatives from Taiwan's Ministry of Economic Affairs, this agreement represents the alliance's second international partnership, their first being with Oklahoma.
The partnership is set to enhance collaboration between Taiwan and Poland in the realms of drone technology, maintenance, and commerce, with a focus on boosting global sales and competitiveness. The alliance, which includes over 50 manufacturers, has ambitious plans to increase Taiwan's drone production output to 15,000 units per month by 2028. Gao Zerui emphasized the importance of strengthening bilateral industry relationships, while Bartlomiej Dobosz conveyed optimism about the potential for technological cooperation.
Hu Kaihong elaborated on the promising prospects of the global drone market and reaffirmed the alliance's dedication to establishing a strong supply chain. Xi Jinping's Keynote on APEC's Future and China's Role
On November 16, 2023, President Xi Jinping attended the 31st APEC Leaders' Informal Meeting in Lima, Peru, where he emphasized APEC's critical role in advancing regional development and prosperity in the Asia-Pacific.
Xi addressed pressing global economic challenges such as geopolitical tensions, unilateralism, and protectionism, urging member nations to unite in building a shared future and inaugurating a new era of development. To enhance APEC cooperation, Xi proposed three key strategies: establishing an open and integrated framework focused on multilateralism and regional economic integration; promoting green and innovative growth through technological advancement and ecological priorities; and developing an inclusive model to support vulnerable economies and groups. This inclusive approach aims to raise residents' incomes and bolster the growth of small and medium-sized enterprises in the region. Xi reaffirmed China's commitment to hosting APEC in 2026 to further bolster regional cooperation.
The meeting, under the theme "Empowerment, Inclusion, and Growth," produced three outcome documents, including the "Machu Picchu Declaration of APEC Leaders in 2024." Xi called for enhanced cooperation among countries to leverage development opportunities arising from China's reform and opening-up efforts, emphasizing China's sustained and future contributions to regional economic stability and prosperity. Historically, China has played a pivotal role in APEC, particularly during crises like the Asian financial crisis in the early 2000s. Xi reiterated China's dedication to driving APEC's development and promoting interconnectedness and innovative growth under the "Asia-Pacific Dream" vision. With reforms initiated by the 20th CPC Central Committee, China plans comprehensive strategies over the next five years to augment its global development capacity.
China's announcement of hosting the APEC summit in 2026 comes amid challenges to economic globalization, sparking speculation about the Asia-Pacific's future trajectory. The expectation of a "golden thirty years" of development highlights China's significant contributions since joining APEC in 1991. As the global spotlight turns to China for upcoming APEC leadership, the country aims to spearhead multilateral cooperation and inclusive growth among APEC members, symbolized by China's role as the "sweet potato" in the region's economy.

Trump Delays Meeting with Japan's Ishiba Until After Inauguration
Prime Minister Shigeru Ishiba's anticipated meeting with US President-elect Donald Trump has been postponed until after Trump's inauguration, following a mutual agreement that Trump will not engage with foreign dignitaries before his term officially begins.
On November 16, a Japanese government official confirmed the delay, originally set to occur after Ishiba's attendance at an international conference in South America. Ishiba is now considering rescheduling the visit for January. This delay contrasts with former Prime Minister Shinzo Abe’s swift meeting with Trump in 2016, which quickly laid a strong foundation for Japan-US relations.
During the APEC summit in Lima on November 15, Ishiba met with Chinese President Xi Jinping. They recognized their differences yet agreed on the necessity for ongoing dialogue. Ishiba remains determined to address critical issues, such as China's military presence and airspace violations near the Senkaku Islands, with planned mutual visits and continuous discussions. Furthermore, he is striving to lift China's ban on Japanese seafood, imposed after the Fukushima nuclear incident, seeking to resume trade based on an earlier agreement. They also discussed the safety of Japanese nationals in China, with Xi providing reassurances following a recent stabbing incident.
Before his planned meeting with Trump, Ishiba engaged in discussions with US President Joe Biden and South Korean President Yoon Suk-yeol. They agreed to establish a trilateral secretariat to enhance cooperation against North Korean threats, promoting collaboration ahead of Trump's presidency, especially given his historically limited interest in multilateral agreements. Ishiba stressed the importance of regional cooperation, while Yoon emphasized the secretariat’s role in fostering future partnerships. In his dialogue with Biden, Ishiba underscored the necessity of fortifying the Japan-US alliance and collaborating closely with allies like South Korea.
Despite the postponed meeting with Trump, Ishiba is committed to fostering a personal rapport similar to the one Trump enjoyed with Abe. In a phone conversation earlier in November, he expressed his readiness to reinforce the Japan-US alliance, describing Trump as "friendly" and communicative. While on an eight-day international trip attending the APEC summit in Peru and the G20 summit in Brazil, Ishiba reiterated that the Japan-US partnership remains a "top priority," particularly in the face of challenges from China's military actions and North Korea's missile developments.
Ishiba's inability to meet with Trump post-G20 is due to legal restrictions, emphasized during his visit to Peru on November 16. He highlighted the mutual intention to arrange a meeting at a future date, recognizing the significance of beneficial interactions with the forthcoming US administration starting in January. Confronted with challenges from a minority ruling party, Ishiba is focused on handling relations with Trump's administration. On November 17, Chief Cabinet Secretary Yoshimasa Hayashi affirmed Japan’s commitment to finding common ground with the incoming president, drawing on lessons from Abe's experience in managing the bilateral relationship.

Toyota Pioneers Hydrogen-Electric Hybrid: HiAce, Enhancing Eco-Friendly Transport
Toyota Motor Corp.is set to launch public road tests of its innovative hydrogen-electric hybrid van, the HiAce, in Australia by the spring of 2025.
This pioneering vehicle combines a hydrogen engine with an electric motor, providing an enhanced driving range of 250 kilometers—improving by 20% over models using only hydrogen. Positioned as the world’s first hydrogen-electric hybrid, the HiAce is a testament to Toyota's "multi-pathway strategy," which aims to deliver a diverse array of environmentally friendly vehicle solutions. These solutions include gasoline-electric hybrids, hydrogen fuel cells, and battery electric vehicles. By pursuing this strategy, Toyota seeks to notably decrease CO2 emissions and address the specific needs of local markets, with a special focus on hydrogen-engine vehicles that emit nearly zero emissions.
Toyota’s ongoing testing of hydrogen-engine vehicles in Australia since last year is a precursor to the transition to a hybrid model, aiming to tackle issues such as limited driving ranges and the scarcity of hydrogen refueling stations. Executive Vice President Hiroki Nakajima has expressed awareness of the customer challenges related to the lack of hydrogen infrastructure and high fuel costs, reaffirming Toyota's dedication to advancing a hydrogen-based society. The unveiling of the hydrogen-electric hybrid HiAce took place in Oyama-cho, Shizuoka Prefecture, marking a significant milestone as the world’s first of its kind. This announcement ties back to a statement made during an endurance race at Fuji Speedway in Oyama-cho, further highlighting the anticipation and excitement surrounding this groundbreaking development.

South Korea's Political Turmoil: Lee Jae-myung's Rally and the Democratic Party's Challenge
Lee Jae-myung, the leader of the Democratic Party of Korea (DPK), recently addressed a large rally in Seoul protesting against alleged corruption by President Yoon Seok-yeol and Kim Kun-hee.
This event followed Lee's conviction for violating the Public Official Election Act. At the rally, Lee urged citizens to reclaim sovereignty and defend democracy in South Korea, criticizing the government's spending policies and calling for greater public accountability. DPK leaders, including Park Chan-dae, supported a special prosecution for Kim Kun-hee, while Seo Young-kyo announced plans to pursue a state investigation into potential violations of the Political Funds Act by President Yoon and Kim Kun-hee.
The DPK's rally reportedly attracted 300,000 attendees according to the party, though police estimates placed the crowd at around 20,000. It was the party's first major public demonstration following Lee's guilty verdict. During the rally, Lee and other DPK leaders strongly criticized the ruling party and the judicial system, claiming that the leadership of President Yoon and Kim Gun-hee was undermining democracy. They deemed the verdict against Lee as politically motivated and called for action against alleged corruption and electoral misconduct within the current administration.
Subsequent to the rally, the DPK convened an emergency meeting with 195 members to strategize their response to Lee's conviction, focusing on unity and a strategic approach. The party aims to investigate corruption allegations involving President Yoon and Kim Kun-hee, thereby continuing to express their opposition to the administration amid rising political tensions.
Lee Jae-myung's legal troubles involve a conviction by the Seoul Central District Court for making false claims about a 2021 land development project, leading to a suspended one-year jail term. He intends to appeal the decision to the Supreme Court. Despite narrowly losing the 2022 presidential election, Lee's political stature has grown. However, he remains entangled in controversies, including accusations of ties to organized crime and false claims during his tenure as the mayor of Seongnam.
In response to these developments, the People Power Party (PPP), led by Han Dong-hoon, plans to counter the DPK's criticisms by emphasizing the importance of judicial independence and prioritizing reforms. The PPP is addressing public concerns by scrutinizing the DPK's election funding and advocating for a special inspector general to prevent malpractice. Han Dong-hoon criticized the DPK's attempts to weaken prosecutorial powers, arguing such actions would undermine investigations like the one against Lee for alleged instigation of false testimony. Lee faces multiple legal challenges, which could have significant long-term political implications if he is convicted in another case that demands a three-year prison sentence.
